Treasury department to audit the SPARK

                         The Government of Kerala have entrusted treasury department to audit the SPARK. The procedure for auditing SPARK as per circular No.78/14/Fin dated 07/08/2014.
                         Service and Payroll Administrative Repository for Kerala (SPAIN) is an integrated Personnel, Payroll and accounts system. 'This is a web based application designed to capture the service details of all employees in the state of Kerala. The SPARK is envisaged as a complete solution for the Human Resource Management of state government employees which includes all type of service related activities. The entire service records right from the entry into service have to be verified. Considering the future trend in the governance of paperless environment, the accuracy of the service records is very much essential as the physical service book may be dispersed off in the future.
                         Moreover the preparation of seniority list, transfer, promotion etc. have to become more transparent as these should also be done through the electronic system. In this context the accuracy of the service record is unavoidable. This includes details like leave account, various stages in the pay, disciplinary action if any, promotion and transfer.
                         There are around five lakh employees in the Kerala government service including employees of aided educational institution. These employees are spread over 26000 offices across the state. The service books of these employees are kept in their respective offices.

Approved Online Receipt Accounting System (e-Treasury)

                       At present large number of Government transactions relating to receipts and payments are done through paper based manual systems. This system often results in delays owing to considerable manual efforts in accounting and reconciling these transactions. Government treasuries are now fully computerized and most of the Government offices are provided with broadband facility. Government therefore decided to switch over to electronic mode of financial transactions relating to all Government departments.
A centralized automated environment for faster receipt of revenue and quick fund transfer towards beneficiaries' account will enhance efficient fund management and facilitate easy and perfect record keeping in digital form.
                       In the above backdrop, Government hereby orders to set up an online receipt accounting system viz https://etreasury.kerala.gov.in/ w.e.f  lst August 2014.
                       The new system enables the remitters to make online payment using net banking facility of designated banks. The remitters no longer be required tovisit treasury to get their chalans verified by the officer in treasury. All electronic remittances will be carried out through an e-chalan generated from e-treasury. The Agency banks shall designate one nodal branch to carry out all electronic transactions through e-treasury. The interactions between electronic treasury and nodal branch of Agency banks shall be done at fixed intervals through a predefined messaging format.
                       Remitter can access e-treasury portal and furnish the required details to generate e-chalan with a unique Government Reference Number (GRN). Thereafter payment can be made using net-banking facility of the designated bank. Upon conclusion of payment, another unique reference number viz: Bank Reference Number (BRN) will be generated. The payment confirmation will then be passed to treasury portal which will generate an e-acknowledgment to the remitter with both GRN & BRN. The information to be keyed in for generating e-chalan will be minimised in such a way that basic data of repeated remitters of uniform nature, will be prestored in treasury portal so as to avoid repeated entry every time. All other details may be either pre-fetched or selectable. Upon selecting the purpose and department, the head of account shall be automatically populated in the treasury portal.
                       The transactions shall be settled on t+ 1 basis and single version electronic scroll shall be used between treasury and bank systems using secured online channels. The nodal branch of Agency bank attached to e-treasury shall generate e-scrolls based on electronic receipts and digitally sign the scroll and share e-scroIl with e-treasury and Reserve Bank of India in the predefined reporting formats. RBI shall provide transaction level data of e-receipts on Government account to e-treasury officer through an automated online interface.
                       Any error reported in e-scroll shall be resolved through Memorandum of Error process defined separately. The e-treasury officer shall render accounts of all electronic transactions to stakeholder Departments/ Agencies in electronic form.
                       The existing procedure for accepting Government receipts of Commercial Taxes, Motor Vehicles, State Excise Departments will continue as such till the same is integrated to the e-treasury system. However those departments having no e-payment system at present shall operationalise and integrate their
e-payment system to e-treasury portal immediately.

First allotment results published for the Single window admission to Higher Secondary Education of Kerala Government. Click the link below to know the admission status

Admissions on the basis of this allotment will be held on June 30, July 1 and July 2 upto 5 pm.

Salary : -
  • The rate of Dearness Allowance payable in respect of State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full time Employees borne on the contingent and work charged establishments and employees of Local Bodies will be enhanced from the existing rate of 63% to 73% w.e.f . 1.1.2014
  • The Dearness Allowance payable in respect of those employees continuing in the per-revised scale of G.O(P) No.145/2006/Fin dated 25.03.2006 will be enhanced from the existing rate of 174% to 191% w.e.f. 1.1.2014.
  • The Dearness Allowance at the enhanced rates will be paid in cash with the salary for the month of June, 2014 onwards. The arrears for the period from 01.01.2014 to 31.05.2014 will be drawn and credited to the Provident Fund Account of the employees along with the salary bill for any of the months from June 2014 to December 2014.
  • No withdrawal other than final withdrawal of arrears of Dearness Allowance credited to Provident Fund Account shall be made before 30.04.2018 or retirement, whichever is earlier and is applicable
  • The enhanced rate of Dearness Allowance will also be applicable to Part-time and Part-time contingent employees on the basis of pay drawn by them
Pension :-
  • The Dearness Relief payable to State Service Pensioners and Family Pensioners (whose pension/family pension has been revised as per G.O.(p) No.87/2011 fin, dated 28.02.2O11) will be enhanced from the existing rate of 63% to 73% with effect from 1.1.2014
  • The enhanced rate of Dearness Relief due from 01.01.2014 will be paid along with the pension for July 2014 and arrears from January 2014 to June 2014 will be released in cash along with the pension for August 2014.

The students who appeared for Kerala Engineering Agriculture Medical  Entrance Test are hereby informed that the KEAM 2014 results ( Rank list and score)  published today (15-05-2014)
                    State Education Minister Abdu Rabb will be released at around 4 pm today at PR Chamber. The rank list will be published next month after the normalization of ranks as per the weight ages defined for the entrance test marks and scores in the board exams.
                    The qualifying marks for admission into Engineering and Medical Seats would be published subsequently at the time of rank list, after which qualified candidates as per their score and rank would be asked to submit the necessary documentation.The results of MBBS and BDS will be published later.

Kerala DHSE Results 2014 (DHSE Kerala 12th (+2) Plus two Results 2014 to bedeclared


The results of this year’s Higher Secondary and Vocational Higher Secondary Examinations (Plus Two Results Kerala 2014) are publishing on May 13 at 3 pm.. SSLC were already published on 16-04-2014. A majority of the answer sheets of the Class 12 examinations have already been evaluated. The evaluation of the answer sheets of the Plus Two examinations are going on at 67 camps across the State with close to 15,000 teachers being drafted for the exercise.

ENTRANCE EXAMINATIONS FOR ADMISSION TO PROFESSIONAL DEGREE COURSES, KERALA 2014 - ANSWER KEYS PUBLISHED

                 The Answer Keys of Engineering Entrance Examination conducted on 21st & 22nd and Medical Entrance Examination conducted on 23rd of April 2014 are published herewith. The answer keys are available on the website http://cee.kerala.gov.in/
                 Complaints regarding the Answer Keys, if any, may be forwarded to the Commissioner for Entrance Examinations along with supporting documents and fee @ Rs.100/- per question by way of DD drawn in favour of the Commissioner for Entrance Examinations, payable at Thiruvananthapuram, by post or hand delivery so as to reach the office on or before 02.05.2014 (Friday).
                  If the complaint filed is found to be genuine, the fee remitted for that question will be refunded. Complaints received after the stipulated time and without requisite fee will not be considered under any circumstances.Complaints received via E-mail/Fax also will not be considered.

Loans and Advances - Recovery postponed 04-2014

               Government are pleased to order that recovery on account of the repayment of principal and interest of all loans and advances taken from Government by the State Government Employees, drawing basic pay uptoRs. 22,360/- (Pre-revised pay Rs.12,930/- ) per month, from the salary for the month of April, 2014 will be postponed on the specific request of the employees. The recovery of instalments thus postponed will be effected in five equal monthly instalments from their salaries for the month of July 2014 to November 2014.
               The recovery of the postponed instalment should be effected strictly according to the above schedule/instalments. Failure to repay even a single instalment as stipulated in para 1 will invite penal interest for the whole HBA amount deeming them as defaulters as laid down under Art.244 D of KFC. The treasury officers should not honour bills which are presented without the schedule of recovery by DDOs in such cases.
               These orders will be applicable to all State Government Employees including those borne on contingent and work establishment and to the teaching and non-teaching staff of Aided Schools and Private Colleges who are paid from the Consolidated Fund of the State besides staff of local bodies having identical
background and scale of pay.

Kerala Higher Secondary and Vocational Higher Secondary Results 2014


                   The results of this year’s Higher Secondary and Vocational Higher Secondary Examinations (Plus Two Results Kerala 2014) are likely to be published by May 15. SSLC were already published on 16-04-2014. A majority of the answer sheets of the Class 12 examinations have already been evaluated. The evaluation of the answer sheets of the Plus Two examinations are going on at 67 camps across the State with close to 15,000 teachers being drafted for the exercise. The camps, which began on March 30, were temporarily stopped on April 8 and would resumed on 21 st April 2014. ( EX/II/7834/HSE/1/2014 dated 19/04/2014)
                   The valuation of the answer sheets, including the double valuation of the Maths, Physics and Chemistry papers, is expected to be over by April 30.The double valuation of the answer sheets of these three subjects has already been completed at the Thiruvalla centre; there are 14 such double-valuation centres. The marks of these three subjects will be uploaded directly to the servers in the higher secondary directorate. This is to facilitate the factoring-in of these marks for the preparation of the Kerala engineering entrance rank list.
                   K. Mohanakumar, joint director of higher secondary examinations, said 65 per cent of the evaluation work had already been completed. “In the case of some subjects, including home science, sociology, Gandhian Studies and statistics, the valuation is already over,” he said.
                   In a bid to check absenteeism at the valuation camps, the higher secondary director had, early this month, issued a circular warning of disciplinary action against erring teachers. Following this, there was a 5 per cent improvement in attendance at the camps. Even so, the higher secondary directorate is understood to be preparing to issue show-cause notices to 100 teachers who have not reported at camps.

                   Candidates, those who have applied for the Kerala Engineering/Medical Entrance Examinations 2014 which will be held from 21st to 23rd of April 2014 at different centres, have to download their Admit Cards from  21st March 2014 through the link “KEAM 2014-Download Admit Card” provided on the website www.cee.kerala.gov.in by giving their application number and date of birth. Such downloaded admit cards should be produced for verification at the Examination hall for attending the Entrance Examination. Candidates will not be permitted to attend the Examination ithout the production of Admit Cards.
                    All the defects noted on the Memo should be rectified on or before 28th March 2014 by submitting the relevant documents to the office of the Commissioner for Entrance Examinations.
                   The reservation claims of such candidates will be allowed only if they submit the relevant documents at the Office of the Commissioner for Entrance Examinations on or before 28th March 2014.
                    The facility to download Admit Card to candidates applied only for B.Arch Course will be provided later.More information can be had from the following Help line numbers on all working days from 10 a.m. to 5 p.m.

Spark Bill E Submission at Treasury

Government have issued instructions to DDOs and SDOs drawing salary from all treasuries in Ernakulam District to e-submit the salary bills along with the normal bills generated through SPARK from the salary bill for February 2014 onwards as per Circular No 09/2014/Fin Dated 11/02/2014 
It will be implemented at all other Districts very soon. We must get an awareness on E-Submission of Salary bills at treasury. This post may be helpful to treasury staff as well as employees of other departments

Scrutiny at Treasuries
  • While scrutinizing the bills at Treasuries, Treasury software TIS cross-match the bills generated from spark with data available at Treasury database.
  • If the validation fails, bills will be rejected and should be re-submitted after making necessary corrections.
SDO BILLS…
  • For SDO bills, SDO Code, head of account, DDO Code and Dues should be matched.
  • If all above said data is matched, then the    deductions entered  in  SPARK  is loaded to TIS and bills can be passed.
  • If the validation fails, bills will be rejected and should be re-submitted after making necessary corrections.
 If an SDO bill fails in validation
  • Check the correctness of the head of account, DDO Code entered in spark, in consultation with the treasury.
  • Check and correct the SDO code, if necessary.
    Check and correct the dues entered in AG pay slip in spark in consultation with the treasury.
  • Ensure to enter correct PAN in spark database.
  • Ensure to entre the correct TSB account details in the present salary details.
DDO Bills
  • While validating the DDO bills, TIS verifies DDO code and Head of account with spark.
  •  If validation fails, bills will be rejected and    should   be   re-submitted   after making necessary corrections.

If a DDO bill fails in validation
  • Check the correctness of the DDO Code. DDO Code should be same in Treasury and SPARK.
  •  If it is not matching initiate steps to correct it in consultation with treasury.
  •  If the fault is with treasury, it will be rectified by treasury, otherwise contact spark to correct it.
  • Correct the head of account in spark as entered in TIS.
  •  PF for part-time contingent employees should be recorded as Cont. PF type in spark also.

The CEE will conduct separate Entrance Examinations for admission to Engineering and Medical Courses. The CEE will not conduct any Entrance Examination for admission to B.Arch. course. However, candidates seeking admission to B.Arch. course should compulsorily appear and qualify the National Aptitude Test in Architecture (NATA) conducted by the National Institute of Advanced Studies in Architecture (NIASA) before 31.05.2014.
