HBA Online applications 2013-14 starts from 01.06.2013

The online registration of HBA applications 2013-14 starts from 01.06.2013 and the HBA SEL website will freeze on 29.06.2013 at 5 pm. 
After online registration the HBA appendix III statement generated from the website signed by Heads of Departments shall be forwarded to Finance Department before 15.07.2013. Manually created appendix III statement will not be entertained in Finance department. Therefore all the Heads of Departments and. Sanctioning Authorities shall ensure themselves whether all the eligible applications have been entered online. In the case of joint application of employees working in different departments, the application along with connected documents shall be forwarded to Finance Department only after online registration by any one of the Heads of Departments. In the case of joint application of employees working in same departments, the applications shall be processed by the Head of the department concerned and it need not be forwarded to Finance Department. 
All the Heads of Departments and Sanctioning Authorities shall see that the HBA list once prepared and published online by Government is having continuity and fresh application for HBA need not be obtained from those hands whose name is figured in the previous year HBA list, but pending disposal for want of administrative reasons.
The HBA combined State wise seniority list shall be published in the www.finance.kerala.gov.in website. No corrections shall be permitted after publishing the final eligibility list. The seniority is based on date of retirement (lesser the service left higher the priority will be' is the norm being followed).
Therefore all .the Heads of Departments and Sanctioning Authorities shall verify scrupulously the correct date of birth, date of retirement, HBA amount recommended for and ensure that the documents as provided under Form No.29 (Art 244 c KFc) are appended with the application at the time of applying for HBA itself before publishing the combined HBA State Seniority List 2013-14. In complete applications shall
summarily be rejected by the Heads of Departments concerned.

KEAM OPTION -Submission of Marks for the Preparation of Engineering Rank List 2013


Last date of online mark submission of Qualifying Examination : 04/06/2013 5:00 pm         
              Commissioner for Entrance Examinations announced that the Engineering Rank list 2013 will be prepared by giving equal weightage to the marks obtained in the Entrance Examination for Engineering (Paper I & Paper II put together) and the grade/marks obtained for Mathematics, Physics and Chemistry/Computer Science/Biotechnology/Biology put together in the Second year of the qualifying examination (Plus Two or equivalent), after effecting the standardisation procedure as described in Clause 9.7.4 (b)(iii) of KEAM Prospectus 2013.
              The candidates who have qualified in the Engineering Entrance Examination 2013 shall submit the marks obtained for Mathematics, Physics and Chemistry/Computer Science/Biotechnology/Biology in the Second year of Plus Two or equivalent qualifying examination through the website www.cee.kerala.gov.in The website will be opened from 24.05.2013 to 04.06.2013 for online submission of marks.
              Candidates will have to enter their Application number, Roll number, Key number and password which was already given while submitting online application for KEAM 2013, in order to access their home page. The details of Second year marks available with this office from the Boards concerned will be displayed when submitting the Examination Board, Year of passing and Register number of the candidate on the web page. In such cases marks entry need not be made again. The marks displayed on the home page shall be verified with the original mark sheets and confirmed by the candidate. If the marks data is not available with this office from the Boards, the marks obtained by the candidate for the Second year need be entered. After verification/submission of marks, confirmation has to be done by all candidates and take the print out of the marks submission data, through the link “Print and Finalize Mark Data Sheet”. The print out of mark submission data duly signed by the candidate along with the copy of Plus Two mark sheets attested by a Gazetted Officer should reach the Office of the Commissioner for Entrance Examinations on or before 5 pm on 05.06.2013
              Applicants who do not submit the marks online and those who have not forwarded the print out of the marks submission data along with the self-attested copies of the mark list of the qualifying examination will not be considered for the preparation of Engineering rank list 2013.
              Facilitation Centres and Help Desks will be functioning in order to give assistance to candidates for online marks entry. The list will be available on the website.

KEAM 2013-Online Submission of Marks of Qualifying Examination and NATA Score for the Preparation of Architecture Rank List


                     The commissioner for Entrance Examinations announced that candidates who have applied for admission to Bachelor of Architecture Degree Course (B.Arch) 2013 should submit details of their NATA (National Aptitude Test in Architecture) Score with NATA-Candidate ID and marks obtained in the qualifying examination on the website www.cee.kerala.gov.in The website will be opened from 25.05.2013 to 04.06.2013, 5 pm for submission of marks online.
                     Candidates shall access their home page by submitting the Application number, Roll number and Key number, and password which was already given while submitting online application for KEAM 2013. The candidate will have to submit the NATA score with the NATA-Candidate ID and the marks obtained in the qualifying examination. If the qualifying examination is Plus Two or equivalent, marks obtained for Mathematics and all other subjects need to be entered with the maximum marks, registration number and year of passing. If the candidate has studied Diploma in Engineering as the qualifying examination the total marks secured with maximum mark, register number and year of passing need be entered. The submission of marks, should be confirmed by the candidate and the print out of the marks submission data shall be taken. The candidate shall forward this print out duly signed along with the copy of NATA score card and the mark sheets of qualifying examination attested by a Gazetted Officer directly or by way of post (Speed post/Registered post) to the Commissioner for Entrance Examinations, 5th Floor, Housing Board Buildings, Santhi Nagar, Thiruvananthapuram-695001 on or before 05.06.2013, 5 pm.
                     Applicants who do not submit the marks online and forward the duly signed print out of the marks submission data along with the attested copies of the mark list of the qualifying examination and NATA Score will not be considered for ranking in Architecture Course 2013.

Dearness Allowance - 8% Enhancement-Orders Issued

                    The rates of Dearness Allowance payable to the State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full time Employees borne on the contingent and work charged establishments and employees of Local Bodies will be revised w.e.f. 01.01.2013 in the revised scale as shown below:

Departmental Test (Jul-2013) - Notification issued
  This facility is meant for Employees working in Government Departments, Boards, Corporations, Autonomous Bodies, etc. who intend to appear for Departmental Examinations. Those who are not employed at any of such institutions should not use this Registration.
 

CHARGE ALLOWANCE/ COMBINATION OF APPOINTMENTS

Combination of appointments (for charge allowance) 
             
Charge arrangements are classified into three:

1.To officiate in a higher post while working in a lower regular  post. R53(b)(1)
i. The period should exceed 14 working days and should not exceed three months.
  ii.  Pay-higher, as if promoted on an officiating basis.
  iii. Charge allowance @ 6% of the minimum of the lower time scale w.e.f. 01-02-2011.
  iv. Compensatory allowance only one, but the larger. If one post alone has  
       that allowance, it will be granted.

2.  To hold full additional charge of one or more other posts. R. 53 (b) (2)
               
               i. The period should be in excess of 14 working days and should not be in excess of three months.
               ii. Pay as admissible in the lower regular post.
               iii.Charge allowance @ 6% of the minimum of each higher time scale w.e.f. 01-02-2011. 
              iv. Compensatory allowance only one; but the larger.  If one post alone has that allowance,
                  it will be granted.

3.To be in charge of current duties of one or more higher posts. R.53(b) (3) 
               i.The period should be in excess of one month and should not be in excess of three months
               ii. Pay-that is in the lower regular post. 
               iii. Charge allowance @ 3% of the minimum of each higher time scale of pay w.e.f. 01-03-1997. 
               iv. Compensatory allowance, if any, in the original post.

B.Classification of posts for charge arrangements as per Rule 53 A
1.      Posts not in the same office, establishment or line of promotion or cadre, where duties and responsibilities are clearly independent - eligible for charge allowance.
Eg: A Joint Secretary to Government holding charge of the post of Head of  Department.

2.            Post in the same office, establishment or line of promotion or cadre.
(a)   When the additional post is subordinate to the regular post.  No charge allowance.
      Eg: A Superintendent of Police holding the charge of a Dy SP/ASP

(b)   When the additional post is of equivalent and of same rank as that of the regular post.
(i) Additional charge arrangements are made in respect of different 
     territorial jurisdictions.
     Eg: Revenue Divisional Officer of one Dist/Division holding charge of
  another Dist/Division.  Charge allowance is admissible.
(ii)    Additional charge arrangements in respect of posts in the same office and of the same rank.  If the duties of the additional posts are the same as those in the original post, no charge allowance.
      Eg: One superintendent is in charge of another Superintendent.
(iii)If the additional charge arrangements are in the same office and the responsibilities attached to the posts are indivisible, charge allowance is admissible.
Eg: Dy. Director of Animal Husbandry (Key Village) holding the charge of
       Dy. Director of Animal Husbandry (Extension)
(iv)When the additional post is superior to the regular post and carries a   
      higher scale, charge allowance is admissible.
                  Eg: A Junior Superintendent is holding charge of Senior Supdt.

National Pension System- Exercise of Option

                         As per the G.O. (P) No. 20/2013/Fin dated 07.01.2013, National Pension System (NPS) has been implemented for the State employees who are appointed on or after 01.04.2013. As such, those employees who are appointed on or after 01.04.2013 would come under the ambit of the NPS, even if they had been appointed in another post under the State Government on or before 31.03.2013. In this connection, various representations have been received requesting to retain, those who are appointed upto 31.03.2013 in Government service, aided institutions and institutions where Part Ill, Kerala Service Rules is applicable, in the Kerala Service Rules, Part III Pension Scheme when they get fresh appointments in other categories.
                         Government have examined the matter in detail and are pleased to order that Government Servants/ Autonomous Body Employees/ Aided Institution Employees who were appointed in substantive vacancies on regular basis on or before 31.03.2013 ·and who were in such posts on 31.03.2013 and to whom the KSR, Part III Pension Scheme applies in their respective institutions, would be allowed mobility and for this, they can exercise option for the continuance of KSR, Part III Pension Scheme based on the combined service in accordance with Part Ill, KSR. For this purpose, such employees would be allowed to exercise option to be governed by KSR, Part III Pension Scheme, within 3 months of joining their fresh appointment in the form appended to this G.O, to the appointing authority concerned.

8% DA/ DR hike to Kerala State Government Employees/Pensioners -Announced

            Government have revised the Dearness Allowance to State Government Employees,Teachers etc and Dearness Relief to Pensioners at central rates with effect from 01/01/2013.
